In July 2025, President Donald Trump unveiled his ambitious AI Action Plan titled "Winning the AI Race: America’s AI Action Plan". The comprehensive strategy, organised around three main pillars, aims to maintain U.S. leadership in artificial intelligence (AI) technology.

The plan seeks to accelerate AI innovation by exporting American AI packages, including hardware, models, software, applications, and standards, to U.S. allies. It also encourages the private sector to eliminate barriers that inhibit AI development and deployment.

To boost infrastructure, the plan calls for expediting and modernising permits for data centres and semiconductor fabrication facilities. It also emphasises the need to increase occupations necessary for these infrastructures such as electricians and HVAC technicians.

The plan includes a pillar dedicated to leading in international diplomacy and security by strategically promoting American AI leadership globally.

President Trump's strategy has received support from major tech industry figures such as Meta's Chief Global Affairs Officer Joel Kaplan. Kaplan emphasises the importance of plans like this to staying ahead of China, America's top AI rival, and setting global AI standards based on American values.

Critics, however, argue that removing safeguards raises concerns over AI safety, transparency, and user privacy. The plan reverses a Biden-era executive order on AI, removing restrictions on powerful AI technologies and notification requirements for companies.

The plan lacks detailed implementation timelines, specific agency responsibilities, and funding pathways at this stage. It focuses more on broad directions and deregulation to accelerate AI adoption and innovation.
