This makes Heidelberg one of the first cities in Germany to adopt this technology.
The scanner vehicle, equipped with cameras on its roof, will be able to capture license plates of parked cars as it drives by. The captured data will then be compared with a database to identify potential parking violations. This technology is particularly useful in areas where parking permits are digitally recorded.
The deployment of the scanner vehicle in Heidelberg is part of a broader effort to make traffic enforcement more efficient and to make the streets safer, especially for children, the elderly, and people with mobility impairments. The city of Mannheim is also set to follow suit, becoming the next city in Germany to adopt this technology.
The legal basis for the use of scanner vehicles in Baden-Württemberg was created by the ministry of transport, with Winfried Hermann, the Minister of Transport of Baden-Württemberg, playing a key role. However, there is no current public evidence that Hermann supported or initiated the deployment of scanner vehicles for traffic enforcement in Baden-Württemberg.
It's worth noting that this technology is not new, having been used for many years in countries like the Netherlands. In fact, a scanner vehicle was previously tested on the parking lot of the University of Hohenheim near Stuttgart.
In Heidelberg, the scanner vehicle will be deployed in two districts. For regular parking spots, users will still need to use parking meter machines, where they must enter their car's license plate when paying for parking. Resident parking permits or special permits must also be digitally recorded.
The scanner vehicle is capable of controlling up to 1000 vehicles per hour, significantly more than a municipal public order service employee who can control approximately 50 vehicles on foot in the same time. This increased efficiency is expected to help in the effective enforcement of parking regulations.
Baden-Württemberg is the first federal state in Germany to create a legal basis for the use of scanner vehicles in the fight against parking violations. This deployment in Heidelberg marks a significant step forward in Germany's ongoing efforts to combat parking violations and ensure safer streets for all.
