The research project, with a budget of €756,302.52, has been awarded to Dr. Tobias Hayer. The GGL denies all allegations regarding the awarding of the research project and states that it has complied with the legal minimum deadline for awarding the project.
The GGL, which serves as the central regulator for sports betting and online gambling since its establishment in 2022-2023, is responsible for licensing, enforcement and compliance, player protection, combatting illegal gambling, collaboration, technological oversight, leadership, and governance.
The GGL aims to create a secure, transparent, and fair gambling environment in Germany, balancing industry growth with stringent consumer protection measures. The authority oversees casinos that it has licensed in Germany and works in cooperation with federal states and other authorities to harmonize local gambling laws and streamline regulatory processes.
The GGL actively promotes player protection and implements responsible gaming practices such as mandatory self-exclusion programs, strict deposit limits, advertising restrictions, and the use of player behavior monitoring software to safeguard bettors. The authority also actively works to detect and suppress illegal gambling operators, aiming to make unlicensed gambling unprofitable and increase market transparency and security.
In response to critical questions from the industry magazine games & business, the GGL stated that Dr. Hayer and his team fulfilled all the requirements for the research project. The authority also clarified that only one interested party, Dr. Tobias Hayer, responded to the call for tender for the research project.
The GGL regrets that only one applicant responded to the call for tender for the research project. However, the authority assures that a typical application process took place for this gaming tender, and no information was withheld from other potential applicants during the application process. The GGL is committed to addressing the open questions surrounding the awarding of the research contract and aims to provide plausible answers.
