Massachusetts Legislators Faced with Looming Deadline for Online Gambling Legislation Bills
In the bustling state of Massachusetts, the regulation of online gambling is currently under consideration, with two key bills, Senate Bill 235 and House Bill 332, making their way through the Joint Consumer Protection and Professional Licensure Committee. The deadline for these bills to be acted upon is November 19, 2025, during the current legislative session. If not passed by this date, they will need to be reintroduced in the next session.
If enacted, these bills propose establishing the Massachusetts Gaming Commission (MGC) as the regulatory authority for online casinos. The proposed framework includes issuing up to 10 online casino licenses, six of which would be for existing land-based casinos or their partners, and up to four for independent operators not tied to land-based casinos. Each approved operator would pay a $5 million fee for a five-year license and face a 20% tax on their adjusted gross revenue.
The potential revenue from legal online casinos could reach up to $275 million annually, according to data presented during committee hearings. This significant new revenue would supplement the existing casino and sports betting revenues, which have shown to be substantial. For instance, June 2025 generated nearly $98 million in gross gaming revenue at the state’s three casinos.
Currently, real money online casinos are not yet legal in Massachusetts, and any existing online casino offerings are likely unregulated and offshore. This unregulated environment poses risks to players and has led to enforcement actions by the Attorney General's office, such as the recent crackdown on two unlicensed platforms, SportsBetting.ag and BetOnline.ag.
The proposed legislation aims to create a safe, regulated environment with protections for players and taxation for the state. Notably, DraftKings, a Boston-based company, has voiced support for the online gambling plan in Massachusetts, citing the potential for substantial revenue for the state.
However, the progress of these bills is not without pressure. With the November 19 deadline looming, Massachusetts lawmakers are under pressure to act on online gambling bills before then. If the bills are passed, the MGC would take charge of licensing and oversight for online gambling, ensuring a regulated and safe environment for players and a new source of revenue for the state.
