After finishing the public portion of the Council on Strategic Development and National Projects, Putin declared his intent to discuss several matters in a private setting with the attendees in the room. This conversation is set to take place following the public session.

The meeting transpired in a hybrid format. Some participants joined remotely via video link, while others gathered in person at the working office of the head of state located in Novo-Ogaryovo. According to the broadcast, the following individuals were present in person at the meeting:

  • Prime Minister Mikhail Mishustin, who delivered a report on the progression of 19 national projects across key sectors, outlining the allocation of over 53 trillion rubles for these endeavors over the next six years.
  • Moscow Mayor Sergei Sobyanin, who took part in the discussions.
  • First Deputy Prime Minister Denis Manturov, who discussed technological leadership in space and bioeconomy.
  • Deputy Head of the Presidential Administration Maxim Oreshkin, who was also at the meeting.
  • Minister of Finance Anton Siluanov and Igor Shuvalov, Chairman of VEB.RF, who were both contributors to the meeting.
  • Mikhail Kuznetsov, Head of the Russian Popular Front, who was also a participant.

"Now that we've wrapped up the public part, we still need to discuss a few issues with those who are in this room with us," Putin stated.

The primary focus of the meeting was the initiation of new projects aimed at attaining Russia's national development goals by 2030 and beyond. A list of participants published on the Kremlin's website revealed that 73 people attended the meeting in total, including the president.

RBC Group refers to discussions pertaining to the development of Russian unmanned systems, noting that Putin acknowledged the advancements made by domestic designers. According to Putin, Russian drones now stand among the most sophisticated in the globe in certain areas and are often duplicated by foreigners.

The meeting delved into space-related matters as well. Putin instructed Manturov to implement legal guidelines that would empower private funding within the space industry.

"Key national projects should be projects that attain technological dominance in essence, not just in name. We need to focus these national projects on improving technological sovereignty across entire industries, not merely individual components," Putin emphasized.
