Germany Aims to Boost Fiber Optic and Mobile Network Expansion
Berlin — The German federal government has tabled a proposal to expedite the expansion of fiber optic and mobile networks in the country. The bill, titled the Telecommunications Network Expansion Acceleration Act (TK-NABEG), is now under consideration in the Bundestag. A vote could be taken before the summer recess, according to the Federal Ministry of Digital and Transport.
The proposed legislation seeks to amend the existing Telecommunications Act to classify fiber optic and mobile network expansions as being in the "overriding public interest." This label would grant these projects precedence over other concerns, such as environmental preservation, in building permit procedures, thereby accelerating expansion timelines.
This initiative aligns with the coalition agreement between the Union and SPD, which pledged to introduce a law as soon as possible to define the expansion of mobile and fiber optic networks as of "overriding public interest."
Federal Digital Minister Karsten Wildberger expressed his optimism about the impending implementation, stating that it's time to move from discussion into action. He emphasized the importance of digitalization in shaping Germany's future.
The proposed law is poised to streamline approval processes by implementing mandatory digital application channels and default approvals. This legislation aims to reduce bureaucratic barriers, facilitate faster planning, and promote private investment in network expansion, particularly in underserved areas, often referred to as "white spots."
In addition to market-oriented strategies, the law includes provisions for public funding to support network expansion in regions where private investment is unfeasible. The act champions closer collaboration between telecommunications firms and local authorities for expediting administration procedures and embracing digitalization for greater efficiency.
