Expansion of Rural Broadband Invitation for Bids by Kenya's ICT Authority under the Digital Economy Acceleration Project
The Kenyan Government, through the Information and Communications Technology Authority (ICTA), has initiated a formal bidding process for the provision of broadband internet capacity to selected rural government sites. This initiative is a significant step towards bridging Kenya's digital divide, as it aims to extend internet connectivity to rural government institutions such as schools, health centers, and administrative offices.
The bidding process, which is part of the Kenya Digital Economy Acceleration Project (KDEAP), is funded by a US$390 million World Bank credit. The project's objective is to close the digital divide and improve access to education, healthcare, e-government, and agricultural extension programs in over 1,000 rural areas.
The procurement process will follow the World Bank's Procurement Regulations for IPF Borrowers and will be conducted through International Competitive Procurement using a two-envelope system (technical and financial proposals). Both single and multiple service providers will be considered for the broadband provision project.
Interested bidders can download the tender documents free of charge from the ICTA and Public Procurement websites. Completed bids must be submitted to ICTA by 10:00 AM East African Time on October 1, 2025. The technical bids will be opened on the same day at Telposta Towers, Nairobi.
The evaluation of bids will be based on technical and non-price criteria (80%) and cost (20%). The framework agreement itself does not guarantee contracts; selection will occur under a secondary process. Financial bids will remain sealed until the second opening.
The framework agreement for non-consulting services, with a duration of three years, extendable by two additional years, will be established through this procurement process. ICTA will act as the sole employer under these agreements.
This broadband internet capacity provision initiative is a crucial part of Kenya’s broader National Digital Masterplan and five-year digital transformation agenda, implemented by ICTA under the Ministry of Information, Communications, and Digital Economy. The project aims to support inclusive economic growth and digital transformation in Kenya.
The Kenya Digital Economy Acceleration Project, funded by the World Bank, aims to strengthen digital connectivity across underserved regions. The project's ultimate goal is to improve digital connectivity in underserved regions of Kenya, thereby fostering socio-economic development and digital inclusion.
