The Hessian Green Party advocates for the implementation of artificial intelligence (AI) in the administrative processes of state and municipal governments in Hesse, Germany. This call was made in a draft law submitted by the opposition faction in the state parliament, aiming to provide a legal basis for the use of citizen-friendly AI within Hessian authorities.

The proposed AI law aligns with the EU's AI regulation for administration, providing legal certainty for employees by clarifying when, how, and for what purposes AI may be used in their daily tasks. Echoing this assertion, Green Party faction leader Mathias Wagner in Wiesbaden cited that AI can streamline administrative processes, make the system more accessible to citizens, and alleviate employees from routine tasks.

Emphasizing the importance of a clear legal framework and transparency, the Green Party argues that AI can be harnessed to automate standard tasks, allowing human employees to focus on cases dealing with fundamental rights and complex issues. Wagner also pointed out that current provisions concerning automated administrative acts in the Hessian Administrative Procedure Act are overly complex and outdated.

While the Hessian Green Party has not yet introduced a specific bill exclusively addressing AI regulations in administration, ongoing discussions at academic institutions such as the Technische Hochschule Mittelhessen (THM) highlight the significance of AI ethics, legal challenges, and its practical implications in the region. The THM's lecture series "The Future of AI" from May 28 to July 9, 2025, brings together interdisciplinary perspectives to address the opportunities, risks, and necessary limits of AI usage. These academic deliberations pave the way for future AI regulations in Hesse and the legal certainty they aim to create for employees.
