Collaborative Blueprint for a Diverse Society: Seventy Delegates from Twenty-Seven Organizations Converge to Craft Dubai's Social Sector Strategy for the Years 2025 to 2033

In a significant move towards fostering a more inclusive, resilient, and participatory social environment, the Community Development Authority (CDA) in Dubai has initiated a participatory effort to develop Dubai's Social Sector Strategy from 2025-2033. This strategy is being conducted under the umbrella of Dubai Social Agenda 33 and Dubai Plan 2033, aligning with the city's long-term social and developmental goals.

The strategy development process began with a co-design workshop in July 2025, attended by 70 representatives from 27 local and federal government entities. The workshop emphasized collaborative governance and practical insight-sharing to ensure the strategy addresses real community needs. This is the first phase of a three-stage strategy development process, scheduled to conclude in August.

The upcoming Dubai Social Sector Strategy from 2025-2033 will focus on three core outcomes: personal wellbeing, family cohesion, and community belonging. The strategy aims to strengthen psychological and social health, support nurturing family roles, and empower individuals to engage meaningfully in society. It emphasizes leveraging technology, digital transformation, and artificial intelligence to improve social service delivery, ensuring responses are faster, more precise, and user-friendly.

Her Excellency Hessa bint Essa Buhumaid, Director General of the Community Development Authority (CDA), emphasized the role of inclusive participation in building a more equitable and sustainable social future. The strategy development process is being held with the goal of ensuring the strategy directly reflects community needs.

The strategy is part of Dubai's broader development frameworks, explicitly aligned with the Dubai Social Agenda 33 and Dubai Plan 2033, as well as the UAE’s “We the UAE 2031” vision. These frameworks emphasize placing human wellbeing at the center of Dubai’s growth and ensuring sustainable, resilient social outcomes. The strategy builds on past achievements to reinforce societal resilience, transition towards social investment valuing community contribution and sustainability, strengthen national identity amid social changes, and address economic challenges such as cost-of-living pressures for lower-income families.

The strategy development process will evolve through continued workshops, interviews, and field visits to ensure it is actionable and human-centered. The strategy will shape Dubai's social sector strategy for the years 2025-2033, aiming to create a more equitable and sustainable social future in line with Dubai’s long-term social and developmental goals. This initiative is a part of a larger initiative running through July.
