The American AI Exports Program, a coordinated federal initiative, was established by a 2025 Executive Order signed by President Donald J. Trump. The program aims to promote the development and global deployment of U.S.-origin full-stack AI technology packages.

The program's objective is to bolster American leadership in artificial intelligence, enhance national security, and strengthen economic competitiveness by exporting comprehensive AI technology solutions worldwide to allies and partners.

Within 90 days of the order’s date (July 2025), the Secretary of Commerce, in consultation with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP), is directed to establish and implement the American AI Exports Program.

The "full-stack" AI export packages encompass hardware, data systems, AI models, cybersecurity measures, and sector-specific applications such as healthcare, education, agriculture, transportation, and more. This end-to-end approach ensures comprehensive deployment solutions that comply with U.S. export control regulations and other legal requirements.

The Department of Commerce will solicit proposals from industry-led consortia that must comply with U.S. export laws. Proposals submitted within 90 days are reviewed, with selected packages receiving the designation "priority AI Export Packages."

Selected proposals are supported by the Economic Diplomacy Action Group (EDAG), chaired by the Secretary of State, which coordinates financing tools such as loans, loan guarantees, risk insurance, and technical assistance to facilitate export and deployment. The Department of Defense, Department of Energy, Small Business Administration, and OSTP also assist in review, investment coordination, and export promotion.

The program’s policy focus is to reduce global reliance on AI technologies from adversarial nations, promote American AI governance and standards worldwide, strengthen international alliances, and support small and large U.S. businesses to maintain America's technological dominance in AI.

Members of the EDAG are authorized to deploy Federal tools to support the priority export packages selected for participation in the Program, including direct loans and loan guarantees, equity investments, co-financing, political risk insurance, and credit guarantees, and technical assistance and feasibility studies.

The Secretary of State, in consultation with the EDAG, is responsible for developing and executing a unified Federal Government strategy to promote the export of American AI technologies and standards. The Secretary of State is also responsible for aligning technical, financial, and diplomatic resources to accelerate deployment of priority AI export packages under the Program.

Moreover, the Secretary of State is expected to support partner countries in fostering pro-innovation regulatory, data, and infrastructure environments conducive to the deployment of American AI systems. The Secretary of State is tasked with coordinating United States participation in multilateral initiatives and country-specific partnerships for AI deployment and export promotion.

In essence, the American AI Exports Program is a coordinated federal initiative aimed at exporting comprehensive American AI technology solutions globally while supporting related businesses through financial and technical resources, thus reinforcing U.S. leadership in AI technology, standards, and governance.
