However, it will be available for use by authorized organizations in text and data analysis for non-copyrighted content.
The bill also establishes new criminal offenses for the illegal distribution of AI content, including deepfakes. Penalties for causing harm through these offenses range from one to five years imprisonment.
Access to AI for individuals under 14 will only be permitted with parental consent, mirroring the requirements for the age-appropriate ChatGPT.
The Agency for Digital Italy and the National Cybersecurity Agency have been appointed as the bodies responsible for AI development. Besides these, the Bank of Italy, which addresses financial risks related to digital assets and AI, particularly in the context of stablecoins regulation, will also play a significant role in overseeing AI development.
The Italian government has allocated up to 1 billion euros from the state venture capital fund for investments in AI, cybersecurity, quantum technologies, and telecommunications. This investment is aimed at promoting innovation and fostering the growth of AI technology in Italy.
The bill also emphasizes the need for human control over AI decisions, ensuring that the advancements in AI technology align with ethical and moral standards. In rare cases, the age-appropriate version of ChatGPT may involve law enforcement.
