American helicopter manufacturer eyes production facility establishment in Ukraine

American helicopter manufacturer Bell, part of Textron Inc., has announced plans to invest in production facilities in Ukraine, marking a potential new phase in the defense-industrial partnership between Ukraine and the United States.

This ambitious project, confirmed by Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksii Sobolev, follows a working meeting with Bell Helicopter representatives in July 2025. The company, known for producing modern military helicopters such as the AH-1Z Viper and UH-1Y Venom, sees Ukraine as a strategic partner for expanding its production footprint.

The Ukrainian government has expressed readiness to support Bell’s investment with effective tools for investors. Technical consultations and assessments are currently underway to advance the project.

The potential investment by Bell could significantly contribute to Ukraine's defense capabilities in the long term. It fits into a broader context of increased bilateral defense cooperation, with past offers from Bell to sell Ukraine 407M light attack helicopters (negotiated since July 2024) and Ukraine’s interest in purchasing 12 AH-1Z Vipers.

Notably, there is a precedent for this cooperation: prior to the broad-scale Russian aggression, Ukraine’s Odesa Aviation Plant planned to launch licensed production of Bell UH-1 Iroquois class helicopters, with production organization already at an advanced stage and financed by investment funds.

If successful, the investment and production in Ukraine by Bell Helicopter could strengthen Ukraine’s local defense industrial capacity and technology base. It would enhance Ukraine’s capability to maintain and produce advanced military helicopters domestically, deepening Ukraine-US defense cooperation and contributing to the strategic partnership in military technology and equipment.

The Ukrainian government also foresees this initiative complementing broader economic priorities such as attracting investment, supporting exports, repatriating professionals, and workforce training in new skills relevant to innovation and defense manufacturing.

In summary, Bell Helicopter’s investment plans represent a significant step toward embedding advanced U.S. helicopter production within Ukraine, thus reinforcing the transatlantic defense collaboration and boosting Ukraine’s strategic military-industrial development. The potential investment could also attract further investment to Ukraine's defense industry, further strengthening the country's defense capabilities.
