AI robot appointed as minister to combat corruption, pioneering a global first in Albania

In a unique move, Albania's Prime Minister Edi Rama has appointed Diella as the country's virtual Minister for Public Procurement within the Rama cabinet. This appointment, which was formally approved by the Albanian parliament, has, however, faced criticism from opposition and experts.

Diella, a virtual assistant launched earlier this year on the e-Albania public service platform, has been tasked with overseeing public contracts to ensure corruption-free and fully transparent processes. The appointment was presented with the aim of enhancing efficiency and transparency in public procurement.

However, concerns have been raised about the potential risks of manipulation and the uncertainty surrounding Diella's virtual position not being formally approved. Some legal experts suggest that Diella's official status may require further clarification.

Gazmend Bardhi, parliamentary leader of the Democrats, has called Diella's appointment unconstitutional. The opposition figures have also criticised Diella's depiction in a traditional Albanian folk costume, viewing it as a distraction from the serious responsibilities associated with the role.

Despite these criticisms, Diella has been instrumental in helping users navigate the site and access about one million digital documents. So far, Diella has issued 36,600 documents and provided nearly 1,000 services.

As lawmakers are set to vote on Rama's new cabinet, public opinion remains divided on Diella's role. While some express concern about corruption and manipulation, others view Diella as a step towards modernising public services and ensuring transparency.

Prime Minister Rama has not specified what human oversight will guide Diella, adding to the uncertainty surrounding the virtual minister's role. As the debate continues, it remains to be seen how Diella will impact Albania's public procurement processes and the wider public sector.
