Accused individual refuses bail for suspected phone hacking of OCS Talaam

In a shocking turn of events, Brian Rono Kiprotich, a prime suspect in a SIM swap scheme, is accused of hacking the seized phone of Officer Commanding Station (OCS) Samson Talaam while it was in the custody of investigators. The phone, a TECNO CLA5, was taken by Ipoa detectives from Talaam on June 15, 2025, as an exhibit in a separate ongoing probe over the murder of blogger Albert Ojwang' in police cells.

Just a day after the phone was seized, it was allegedly used by unknown persons to solicit money from Talaam's lawyers and close family members through distress messages. The fraudulent messages tricked Talaam's lawyer Danstan Omari and senior advocates into believing Talaam was in danger. The phone was also used to contact Talaam's family members, adding to the distress.

The phone was used in a SIM swap scheme, but further details about the nature of the scheme are not provided. The messages warned of a wider scheme to defraud unsuspecting Kenyans, but the exact nature of this scheme remains unknown.

Rono's actions reflect serious institutional security failures that allowed unauthorized access to the device. The phone was supposed to be secure under investigative custody but was accessible to Rono Kiprotich, who was later arrested with multiple phones and SIM cards, indicating a level of criminal sophistication and possibly insider lapses that facilitated the breach.

The DCI has opened investigations into senior officials of the Independent Policing Oversight Authority (IPOA) to establish how the suspect accessed the phone. The investigations involve senior officials of the IPOA.

Rono was charged with computer fraud at Milimani Law Court on an unspecified date. Magistrate Benmark Ekhubi ordered that Rono be remanded at the Industrial Area Prison until September 12, 2025, to allow the Directorate of Criminal Investigations (DCI) to conclude investigations into how Rono obtained Talaam's phone and ID.

The murder of blogger Albert Ojwang' is an ongoing investigation separate from the case involving Rono and Talaam's phone. The incident involves a case of cybercrime and institutional negligence, as Rono is accused of using Talaam's phone while it was in the custody of investigators to extort money from unsuspecting Kenyans. The investigations into the fraudulent messages are ongoing.

  1. The general-news surrounding the case involves not only the murder of blogger Albert Ojwang' but also the institutional negligence, as Brian Rono Kiprotich, the prime suspect in a SIM swap scheme, allegedly exploited the seized phone of Officer Commanding Station (OCS) Samson Talaam to commit a business fraud using technology.
  2. The technology-related crime-and-justice issue unfolding in Kenya is further complicated by the alleged breach of investigative custody, as the seized phone of OCS Talaam was used for extortion, indicating potential insider lapses and a level of criminal sophistication.
